Requests the Hawaii Public Housing Authority to amend its rules to allow occupants facing eviction from state-funded homeless shelters to remain in the shelter while appealing their eviction.

Requires the authority to provide shelter occupants ten days from the eviction notice date to request continued residency during the appeal process.

Establishes exceptions to continued residency for occupants who pose a safety threat to others, occupants with undisputed past-due program fees, and occupants with three or more house rule violations.

Notes that current eviction procedures provide minimal notice and sole discretion to shelter administrators, while constitutional due process may entitle occupants to three levels of appeal.

Directs certified copies be transmitted to the Governor and Executive Director of the Hawaii Public Housing Authority.
