Requests the City and County of Honolulu to exempt development, construction, and improvements at the Ala Wai and Keehi boat harbors and their fast lands from county zoning and building ordinances.

Cites the state's $1.1 billion budget shortfall and the need for additional revenue sources, noting that developing state-owned fast lands around small boat harbors could generate needed revenue.

Notes that small boat harbors became subject to county zoning and building ordinances in 1991 following the transfer of harbor management to the Department of Land and Natural Resources Division of Boating and Ocean Recreation.

Requires the Department of Land and Natural Resources to submit proposed legislation to the 2011 Regular Session within twenty days prior to convening if the City and County of Honolulu does not grant the exemption by January 1, 2011.

Directs that certified copies be transmitted to the Chairperson of the Board of Land and Natural Resources and the Mayor and council members of the City and County of Honolulu.
