Requests the Legislative Reference Bureau to evaluate Hawaii's state land inventory to identify parcels that can be sold in 2011 to address a projected $1.1 billion budget deficit through June 2011.

Excludes ceded lands and lands essential to public health, safety, and welfare services provided by the state or counties from being sold.

Requires the Legislative Reference Bureau to submit a report with findings, recommendations, and any proposed legislation to the Legislature 20 days before the 2011 Regular Session convenes.

Directs certified copies of the resolution be transmitted to the Governor, Board of Land and Natural Resources Chairperson, each county Mayor, and the Legislative Reference Bureau Director.
