Urges Hawaii's congressional delegation to support H.R. 208 (National Guardsmen and Reservists Parity for Patriots Act) and S. 644 (National Guard and Reserve Retired Pay Equity Act of 2009).

Seeks to make retroactive to September 11, 2001, the 2008 change that reduced reserve retirement age by three months for every ninety days of active duty, which previously only applied to service after January 28, 2008.

Addresses impact of frequent activations on National Guard and Reserve members since 9/11, noting approximately 700,000 have been activated and nearly 200,000 deployed more than once, with some mobilized one year out of every three.

Recognizes that frequent military activations remove service members from civilian careers, often costing them promotions and employment, which reduces their civilian retirement pay.

Directs transmission of certified copies of the resolution to members of Hawaii's congressional delegation.
