Requests the Department of Health to establish a task force to address clean and sober homes and halfway houses that serve individuals reintegrating into society after incarceration.

Task force shall establish clear occupancy requirements for these facilities, develop an accountability plan ensuring compliance with occupancy and other requirements, and conduct community and advocate education.

Task force composition includes the Director of Health (chair), Directors of City and County Planning Departments, Hawaii Paroling Authority Chair, homeless advocates, facility representatives, and legislative representation.

Requires relevant agencies including the Hawaii Paroling Authority to only refer clients to facilities meeting zoning requirements and definitions under Hawaii Revised Statutes section 46-4.

Task force must submit a report to the Legislature no later than twenty days prior to the 2011 Regular Session with findings, recommendations, and any proposed legislation addressing accountability, monitoring, community concerns, and regulation of these facilities.
