Request for convening a task force to develop a process for creating a Citizen Road Watch program to address speeding in Hawaii neighborhoods.

Task force composition includes one Senate member, one House member, representatives from Department of Transportation, Honolulu Department of Transportation Services, Honolulu Prosecuting Attorney, State Public Defender, Honolulu Police Department, Oahu Metropolitan Planning Organization, and two Oahu Neighborhood Board representatives.

Task force to examine neighborhood-based speed watch programs similar to those operating in Arizona, Florida, Maryland, Utah, Washington, and Ontario, Canada that train residents to record speeding violations and license plate information.

Task force required to submit findings and recommendations to the Legislature no later than twenty days before the 2011 Regular Session convenes.

Addresses Hawaii traffic fatality data showing speeding-related fatalities accounted for nearly half of all traffic fatalities in 2008.
