H.C.R. 274 Summary

• Requests the Department of Health to establish a task force chaired by the Director of Health to study how public-private sector cooperation can further the purposes of the Clean Water Act.

• Task force membership includes representatives from the EPA, Department of Transportation, county environmental and transportation agencies, state legislature members, and four regulated entities selected from the Hawaii Task Force for the Modernization of Clean Water Act Compliance.

• Task force directed to develop uniform auditing and enforcement protocols, standards for third-party audits of nonpoint source pollution sites, and data collection systems that assist the department in meeting state and federal reporting requirements.

• Task force must submit findings, recommendations, and any proposed legislation or rules to the Legislature no later than twenty days before the 2011 Regular Session begins.

• Certified copies to be transmitted to the EPA Administrator, State Director of Health, State Director of Transportation, county Mayors, Senate President, House Speaker, and Governor.
