Request the Small Business Regulatory Review Board and Department of Accounting and General Services to exempt louver jalousie windows installed on unconditioned buildings and dwellings from the statewide building code established under Act 82 (2007).

Exemption should be implemented through the rulemaking process for Chapter 3-181, State Energy Conservation Code of the Hawaii Administrative Rules.

Rationale: International Energy Conservation Code standards for jalousie windows (solar heat gain coefficient, U-factor, and air leakage levels) are unnecessary for unconditioned buildings in Hawaii's temperate climate with natural trade wind ventilation.

Exemption would reduce construction costs and building material expenses while leveraging Hawaii's natural climate conditions and reducing dependence on fossil fuels.

Direct certified copies of the resolution to be transmitted to the Director of the Department of Accounting and General Services and members of the Small Business Regulatory Review Board.
