Convenes a working group composed of Senate and House committee members to examine farm-to-school program models and develop pilot programs for each island.

Directs the working group to study local Hawaii models including 'AINA IS (operating in 10 Oahu elementary schools), Moanalua schools, MA'O Organic Farms, and The Kohala Center, plus national programs such as Summer Food Service and School Breakfast Program.

Requires pilot program proposals to address local food production, safety, supply, procurement, infrastructure development, financing, health and nutrition education, and family/community involvement.

Working group members to be appointed by the President of the Senate and Speaker of the House of Representatives.

Mandates the working group submit findings, recommendations, and island-specific pilot programs to the Legislature no later than twenty days before the 2011 Regular Session convenes.
