Request that the Public Utilities Commission explore the feasibility of retail wheeling through an investigative docket.

Retail wheeling allows energy consumers to select their own energy supplier or transmit energy across transmission or distribution lines owned by a third party.

If fundamental issues must be resolved before opening an investigative docket, the Commission shall submit a report to the Legislature identifying the issues, their priority, and estimated time and resources needed.

The Public Utilities Commission must submit its report no later than twenty days prior to the convening of the 2011 Regular Session.

Resolution cites Hawaii's reliance on imported oil for over 90 percent of energy needs and the need to explore options supporting the Hawaii Clean Energy Initiative.
