Requests the Legislative Reference Bureau to study available literature on increased lifetime cancer risks from cumulative radioactive exposure during medical imaging procedures.

Directs the Legislative Reference Bureau to consult with the Directors of Health and Commerce and Consumer Affairs, Hawaii Medical Board, Department of Health's Indoor and Radiological Health Branch, and various medical associations.

Requires the study to report on efforts to disclose radiation exposure risks to patients verbally and in writing, and to record radiation exposure in patient medical records.

Mandates findings and recommendations, including proposed legislation if necessary, be submitted to the Legislature no later than twenty days before the 2011 Regular Session convenes.

Cites studies showing at least four million Americans under age sixty-five receive high radiation doses annually from medical imaging, with estimates of 29,000 new cancers and 14,500 deaths per year attributable to such procedures.
