Encourages the State of Hawaii and United States to conduct cultural, educational, and sports exchanges with North Korea, including collaboration with local institutions and organizations.

Directs cooperation between the University of Hawaii, Spark M. Matsunaga Institute for Peace and Conflict Resolution, East-West Center, State Foundation on Culture and the Arts, and other stakeholders to facilitate these exchanges.

Cites North Korea's 2002 economic reforms allowing foreign investment and business education as evidence the nation may be receptive to increased international engagement and reconsider isolationist policies.

References the 2000 North-South Joint Declaration and 2007 pledges between North and South Korea to pursue peaceful reunification and non-aggression as context supporting diplomatic outreach.

Requires copies of the resolution be transmitted to the President, Secretary of State, Hawaii's congressional delegation, Governor, and heads of relevant state and international institutions.
