Request the Department of Accounting and General Services and Department of Transportation to research the feasibility of using the CLEANCEM process in state procedures and projects.

CLEANCEM is a process developed by Ash Improvement Technology that converts coal ash into a sustainable cement substitute for use in construction.

Using CLEANCEM avoids landfill disposal of coal ash and reduces carbon dioxide emissions by approximately 0.85 tons per ton of cement replaced.

Benefits include preventing hazardous materials in landfills, generating revenue, trapping heavy metals in concrete, reducing sulfur oxide pollution, and decreasing carbon emissions.

Require certified copies of the resolution be sent to the Governor, state department directors, Hawaii Public Housing Authority, and all county mayors.
