Urges Hawaii Department of Agriculture to refuse inspection or release of airline cargo from airlines that do not regularly pay inspection, quarantine, and eradication service fees.

Urges Department of Agriculture to cite and fine airlines that release uninspected cargo to the extent permitted under Hawaii Revised Statutes section 150A-14.

Establishes that maritime transportation companies have been paying the required inspection fee (50 cents per 1,000 pounds of freight), but many airlines have not complied with this requirement.

Emphasizes that invasive species introduced by air transportation have a higher survival rate than other means and cites examples of prohibited items found in past inspections including snakes, piranha, and endangered species.

Requires transmission of certified copies to the Governor, Director of Transportation, Board of Agriculture, Hawaii's congressional delegation, Airline Committee of Hawaii, and FAA Honolulu District Office.
