Requests the Office of the Auditor conduct a study on economic and environmental impacts from the Department of Agriculture's planned reductions in the Plant Quarantine Branch and Commodities Branch statewide.

Requires analysis of environmental impacts including inspection services affected by layoffs, workforce adequacy, entomologist shortages, pest inspection fund compliance, and consequences of redirecting $600,000 from the Hawaii Invasive Species Council to inspector positions.

Directs analysis of economic impacts including estimated annual losses to businesses, secondary effects on related industries, unemployment impacts, and specific effects on smaller areas like Kauai that would lose their only office person.

Mandates the Auditor consult with the Department of Agriculture, Hawaii Invasive Species Council, counties, government and private sector agencies, and legislators during the study.

Requires the Auditor to submit findings to the Legislature no later than twenty days before the 2011 Regular Session convenes.
