Urges the Governor to designate a state agency to renegotiate long-term leases on Mokauea Island with current residents and their lineal descendants who have continuously resided there since July 25, 1978.

Lease terms not to exceed 65 years for lands comprising Mokauea Island in Keehi Lagoon, Oahu, with lessees required to participate in an educational center teaching traditional Hawaiian fishing village methods.

Requires the designated state agency to establish a monitoring system and enforcement mechanism to ensure lessee compliance with educational program participation.

Directs establishment of the Mokauea Island Advisory Committee with representatives from the state agency, Mokauea Fishing Village Association, Kai Makana, Native Hawaiian Legal Corporation, and Office of Hawaiian Affairs to oversee lease management and guide lessees.

Transmits certified copies of the resolution to the Governor, Office of Hawaiian Affairs, Mokauea Fishing Village Association, Kai Makana, and Native Hawaiian Legal Corporation.
