Authorizes the University of Hawaii to sell fee simple interest in non-ceded lands around the proposed UH-West Oahu campus in Kapolei, identified as Tax Map Key No. (1) 9-1-16-181, subject to Act 176, SLH 2009 requirements.

Lands were donated by Campbell Estate with conditions that a campus accommodating at least 2,750 students be built and construction begin by December 31, 2011, or lands revert to the Estate.

UH seeks to use proceeds from sale of adjoining outlying lands to finance construction costs and meet the donation conditions within the required timeframe.

Authorization remains conditional and shall not be effective until the resolution is amended to include the appraisal value, names of all appraisers, date of appraisal valuation, and detailed summary of development plans for the land to be sold.

Requires certified copies of the resolution be transmitted to the Chairperson of the Board of Regents and President of the University of Hawaii.
