Commends the City and County of Honolulu for its efforts in reducing the backlog of street repairs and repaving.

Requests the City and County to conduct a feasibility study for repair and repaving of side streets along Kalihi Street, from Kalihi Uka Elementary School to Kalihi Valley Park.

Study should examine widening Kalihi Street through eminent domain, resolving safety concerns at the "S curve" on the 3100 block, and constructing sidewalks along the designated section.

Study should also evaluate removing telephone poles and placing electrical and telecommunications wires underground, and improving bus service access in Kalihi Valley.

Requires City and County to submit study findings and recommendations to the Legislature no later than 20 days before the 2011 Regular Session.
