Requests the Office of the Auditor to review and compare health care benefits under the Medicaid Program, the Hawaii Prepaid Health Care Act, and the Employer-Union Trust Fund (EUTF) health care programs.

Directs the auditor to identify similarities and differences in benefits across the three programs and determine if Medicaid benefits can be aligned with Prepaid Health Care Act and EUTF benefits.

Requires the auditor to review the feasibility of covering private sector employees earning less than 300% of the federal poverty level under Medicaid while using employer Prepaid Health Care Act payments to reimburse the state match.

Directs the auditor to examine the feasibility of covering public sector employees and retirees earning less than 300% of the federal poverty level under Medicaid and using state and county EUTF funds as the state match.

Requires the auditor to submit its report to the Legislature no later than twenty days before the 2011 Regular Session convenes.
