Requests each state agency to provide annual information to the Department of Accounting and General Services regarding efficient use of motor vehicles

Requires agencies to report on types of vehicles in their fleet, fuel efficiency by vehicle type, progress in improving fuel efficiency, and plans for further efficiency improvements

Directs the Department of Accounting and General Services to compile reported information and submit a consolidated annual report to the Legislature at least twenty days before each regular session convenes

Cites Hawaii's dependence on imported oil, volatile oil pricing, and higher gasoline prices compared to mainland as rationale for tracking state fleet efficiency
