Establishes an archaeological working group within the Department of Land and Natural Resources to develop professional practice guidelines for archaeological work in Hawaii, building on a 2006 working group's efforts.

Working group membership includes staff from the State Historic Preservation Division, Island Burial Council representative, two Society for Hawaiian Archaeology representatives, military representative, Hawaiian Civic Clubs representative, Chamber of Commerce representative, and two representatives appointed by the Board of Land and Natural Resources Chairperson.

Working group shall make recommendations on licensing and professional oversight for archaeology in Hawaii and identify the appropriate state agency to regulate the profession.

Working group must balance research, preservation, and land development interests to provide guidance and consistency for both the State Historic Preservation Division and developers.

Working group must submit findings and recommendations to the Legislature no later than twenty days before the 2011 Regular Session convenes.
