Authorizes the Board of Land and Natural Resources to allow the Department of Transportation to enter into a development agreement with a private developer for general aviation facilities at Kona International Airport at Keahole.

Applies to approximately 65 acres of public land identified as tax map key (3) 7-3-43:1 (portion) on the island of Hawaii in the southern portion of the KOA airfield.

Allows development agreement without public auction, subject to compliance with Hawaii Revised Statutes section 171-60, which requires prior governor approval and legislative authorization.

The property is currently underutilized and lacks necessary infrastructure; the Department of Transportation cannot fund improvements due to competing capital priorities.

KOA Master Plan and stakeholders identified the southern airfield area as best suited for general aviation uses with high demand, based on aviation forecasts for long-term general aviation demands.
