Affirms support for a Parental Rights Amendment to the U.S. Constitution introduced by Representative Peter Hoekstra of Michigan that designates parental rights in child upbringing and education as fundamental rights.

Proposes constitutional language establishing that neither the United States nor any state may infringe upon parental liberty to direct children's upbringing and education without demonstrating a governmental interest of the highest order.

Includes a provision prohibiting treaties or international law sources from superseding, modifying, or interpreting the parental rights guaranteed by the proposed amendment.

Urges the U.S. Congress to propose this constitutional amendment to the states for ratification.

Directs transmission of certified copies to the President, congressional leadership, state legislatures of sister states, the Parental Rights Organization, and Generation Joshua in Hawaii.
