Recognizes March as "Adult Residential Care Home and Adult Foster Home Operators Month" in Hawaii for the Twenty-fifth Legislature, 2010.

Acknowledges that ARCH and AFH operators provide essential services to the community and save taxpayers significant costs for elderly and disabled care.

Notes that by 2020, one in four persons in Hawaii will be over age 60, creating increasing demand for residential and foster care services.

Recognizes challenges faced by care operators including high liability insurance costs and the need for 24-hour care services that families increasingly cannot provide due to Hawaii's high cost of living.

Directs transmission of certified copies to the Governor, Director of Health, Director of Human Services, and presidents of care operator associations.
