Calls for establishment of dialysis and chemotherapy centers in Micronesia and all areas within COFA Nations.

Notes that the Personal Responsibility and Work Opportunities Reconciliation Act of 1996 prevents COFA migrants from receiving federal financial and medical assistance, requiring Hawaii to provide equivalent services using state funds.

Asserts that Hawaii should receive additional federal support due to the unique federally created relationship between the United States and COFA nations.
