Request the State Auditor to conduct a management audit of the Department of Land and Natural Resources' State Historic Preservation Division.

Audit should examine compliance with state and federal mandates, information management systems, and the backlog of paperwork and services affecting the division's operations.

Audit must assess documentation, re-interment, and preservation practices for historic artifacts and iwi (burial remains), as well as organizational structure and staffing issues.

Audit should evaluate internal budgeting and fiscal controls for state and federal funds, and determine whether resources are adequate for the division's mandated responsibilities.

Auditor must consult with government staff, preservation consultants, island burial councils, native Hawaiian representatives, and community members, with findings due to the Legislature no later than 20 days before the 2011 regular session convenes.
