Designates December 1 of every year, beginning December 1, 2010, as World AIDS Day in the State of Hawaii.

Requests the Governor to proclaim this annual observance to honor those who have died from HIV/AIDS and support those currently living with the disease.

Acknowledges that approximately 2,600 to 2,900 people in Hawaii are living with HIV/AIDS, with an estimated 42 million people worldwide affected by the virus.

Affirms the state's commitment to HIV/AIDS education, treatment improvement, awareness raising, and elimination of discrimination and stigma against people with the disease.

Directs certified copies be sent to the Governor, Directors of Health and Human Services, Superintendent of Education, and various HIV/AIDS advocacy organizations in Hawaii.
