Identifies that 42 states have already enacted laws prohibiting insurers from treating domestic violence as a pre-existing condition, but 9 states and the District of Columbia have not

Recognizes that victims often avoid reporting domestic violence incidents due to fear of losing health insurance coverage

Requires certified copies of the resolution be sent to the President, congressional leadership, and Hawaii's congressional delegation
