Request the Insurance Commissioner to conduct a study of the Hawaii Property Insurance Association's claims experience over the past ten years under Article 21, Chapter 431, Hawaii Revised Statutes.

Examine the Hawaii Property Insurance Association's methodology for setting insurance premiums, particularly regarding recent significant premium increases in lava zones 1 and 2.

Investigate whether the Hawaii Property Insurance Association is charging appropriately priced basic property insurance as required by Act 284, Session Laws of Hawaii 1991, given minimal insurance claims filed in recent years.

Require the Insurance Commissioner to submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the Regular Session of 2011.

Transmit a certified copy of the concurrent resolution to the Insurance Commissioner.
