Requests the Department of Education to establish a two-year pilot program offering online instruction to middle and high school students in Hawaii's public school system.

Requests the pilot program be structured to provide online instruction with required in-person meetings once weekly during the school year.

Requires the Department of Education to submit a preliminary report to the Legislature no later than twenty days before the 2011 Regular Session and a final report no later than twenty days before the 2012 Regular Session.

Requires reports to include information on pilot program costs, impacts on participating students and teachers, and academic achievement of student participants.

Directs certified copies of the resolution to be transmitted to members of the Board of Education and the Superintendent of Education.
