Urges the NCAA to implement a "Plus-One" model playoff system allowing the top four ranked teams to compete for a national championship in Football Bowl Subdivision (FBS) collegiate football.

Criticizes the current Bowl Championship Series (BCS) system for relying on complex mathematical formulas, polls, politics, and corporate influences rather than on-field performance, and for excluding smaller "Mid-Major" conferences from championship consideration.

Requires the NCAA to reserve at least 10 percent of seating at the first national playoff championship game for active and veteran members of the U.S. armed forces.

Directs the NCAA to allocate 10 percent of the national championship game proceeds (after expenses) to scholarship foundations at participating schools to fund educational scholarships for qualified handicapped students with financial need.

Directs transmission of the resolution to the President of the United States, the NCAA president, and Hawaii's Congressional delegation.
