Requests the State Auditor to conduct a sunrise review analyzing the proposed licensure of respiratory care practitioners under Senate Bill No. 1332, S.D. 2, H.D. 1.

Requires the Auditor to assess the probable effects of the regulatory measure and whether it is consistent with policies in the sunrise review evaluation law.

Directs the Auditor to evaluate alternative forms of regulation for respiratory care practitioners as part of the analysis.

Requires the Auditor to submit findings and recommendations to the Legislature no later than twenty days prior to the convening of the Regular Session of 2011.

Mandates certification of the resolution be transmitted to the Auditor and the Director of Commerce and Consumer Affairs.
