Urges the Department of Land and Natural Resources (DLNR) with assistance from the Department of Transportation to acquire a privately-owned boatyard adjacent to the state pier at Hanalei Bay, Kauai, through lease or land exchange.

Requests DLNR operate the acquired boatyard in conjunction with existing state facilities to accommodate commercial and recreational boating activities.

Directs DLNR to resolve commercial permitting problems and address user conflicts in Hanalei Bay resulting from overlapping county and state jurisdictions and regulations.

Addresses longstanding controversies over commercial boating operations on Kauai's north shore caused by increased ocean users and conflicting facility ownership and jurisdiction.
