Requests the Department of Health to study the feasibility of establishing an ambulance dispatch center on the west side of Kauai, based in Kalaheo.

Identifies current ambulance coverage gaps on Kauai, where five units serve different geographic zones and rely on a "back-up" coverage plan that has created hardships for emergency medical services personnel and the public.

Cites need for improved emergency coverage in Kalaheo area when Waimea or Poipu ambulance units are unavailable, and to support medical infrastructure at Kauai Veterans Memorial Hospital.

Notes projected dramatic population increase on west side of Kauai with a large elderly population, increasing demand for immediate emergency care services.

Requires Department of Health to report findings and recommendations to the Legislature no later than 20 days before the 2011 Regular Session convenes.
