Request the Legislative Reference Bureau to study interim amendments to Hawaii Administrative Rules regarding construction contracts under the Hawaii Public Procurement Code adopted since January 1, 2003, to determine if they contradict the letter or spirit of Chapter 103D, Hawaii Revised Statutes.

Study the feasibility and advisability of establishing a mechanism requiring the Procurement Policy Board to provide timely notice to trade unions or trade associations in Hawaii when adopting interim rules.

Require the Legislative Reference Bureau to submit its findings and report to the Legislature no later than twenty days before the convening of the Regular Session of 2011.

Request the State Procurement Office to provide full cooperation and support to the Legislative Reference Bureau in conducting the study.
