Requests the Legislative Reference Bureau to study how other states' contractor licensing laws define and address "incidental and supplemental" work performed by contractors.

Aims to clarify the extent to which specialty contracting work can be performed by contractors not licensed in that specialty, based on the "incidental and supplemental" language in Hawaii Revised Statutes chapter 444.

Directs the study to consider consumer interests and protection in determining appropriate licensing requirements.

Requires the Legislative Reference Bureau to report findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2011 Regular Session convening.

Addresses concerns that the Contractors License Board's application of "incidental and supplemental" work may contradict Hawaii Supreme Court holdings in the Okada case regarding contractor licensing limitations.
