Requests the Department of Land and Natural Resources require environmental assessments for any project or potentially harmful action negatively impacting the Hawaii Kai Drive Wetland and Spring and the Hawea Heiau area on Oahu.

Identifies the Hawaii Kai Drive Wetland as critical habitat supporting nine endangered Hawaiian Moorhens (ʻalae ʻula), a species with only 300 individuals remaining statewide.

Notes that June 2009 development by a landowner included bulldozing of the wetland buffer area where endangered birds feed and nest.

Highlights that Maunalua Bay contains multiple natural reserves supporting endemic and endangered Hawaiian bird and plant species including Hawaiian Stilt, Hawaiian Coot, and Hawaiian fern.

Directs that a certified copy of the resolution be transmitted to the Chairperson of the Board of Land and Natural Resources.
