Encourages state executive departments to continue and increase efforts to reduce energy consumption.

Requests the Department of Accounting and General Services to track annual energy consumption of executive departments it serves.

Requests the Department of Accounting and General Services to identify and publicly recognize the executive department that achieves the greatest percentage reduction in energy use between fiscal years 2009-2010 and 2010-2011.

Requires the Department of Accounting and General Services to report its findings to the Legislature no later than twenty days before the convening of the 2012 Regular Session.

Directs transmission of the concurrent resolution to the Governor and Comptroller, who shall distribute copies to all other executive department heads.
