Requests the Governor develop proposed legislation mandating the size and extent of a managed care plan's specialty network based on California's Knox-Keene Health Care Service Plan Act of 1975, as amended.

Addresses concerns that two health plans contracted under the QUEST Expanded Access programs lack adequate networks of primary care providers and the State lacks adequate assurances of the plans' ability to deliver services.

Proposes that the Legislature directly establish standards, eligibility, health care participation rules, payment methodologies, reimbursement allowances, and systems to monitor recipient and provider compliance rather than delegating these functions to the Department of Human Services.

Directs the Governor to secure participation and assistance of appropriate agencies and personnel within the executive branch to develop the proposed legislation.

Requires certified copies of the resolution be transmitted to the Governor and the Director of Human Services.
