Requests the Department of Health to gather and report annual state statistics on deaths and injuries related to all-terrain vehicles (ATVs).

Directs the Department of Health to collect ATV-related injury and death data from hospitals, clinics, and private physicians.

Notes that Hawaii, along with Mississippi, Montana, Wyoming, and Washington D.C., currently has no safety laws pertaining to ATVs.

References national data showing 151,000 ATV injuries per year and 8,995 ATV-related deaths between 1982 and 2007, with Hawaii experiencing 14 ATV-related deaths from 1982 through 2007.

Requests the Department of Health to recommend appropriate legislation to help prevent ATV-related deaths and injuries.
