• Request a feasibility study by the State Procurement Office to determine whether complex procurement services should be centralized and provided to state agencies on a fee-for-service basis.

• Study must compare costs, personnel, and time required for complex procurement documentation preparation when conducted by agency staff versus when prepared by the State Procurement Office.

• If centralization is found feasible, determine whether a fee-for-service funding mechanism is recommended and specify the recommended fee amount.

• If fee-for-service is not feasible, recommend alternative funding mechanisms such as percentage collections from special fund receipts or pro rata administrative expense reimbursement.

• State Procurement Office must report findings and recommendations to the Legislature no later than twenty days before the 2011 Regular Session convenes.
