Requests the Legislative Reference Bureau to conduct a study on consolidating common functions across the Department of Transportation's Highways, Harbors, and Airports Divisions to identify potential cost savings.

Study should examine whether functions such as planning, administration, and personnel could be shared rather than duplicated across the three divisions.

Study must assess whether there is excess staff at lower-ranking clerical levels and identify obsolete positions that could be reallocated to emerging disciplines like environmental studies and economic analysis.

Legislative Reference Bureau must report findings, recommendations, and proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2011.

Responds to recommendations from the Task Force on Reinventing Government, which found that Hawaii's consolidated DOT structure has not yet achieved shared functions and economies of scale like other states.
