Requests the Legislative Reference Bureau to conduct a study with the Department of Transportation to develop metrics for measuring transportation expenditures by units such as vehicle miles and tonnage.

Directs the study to determine whether Oahu's subsidization of transportation tax revenues and federal funding to Hawaii, Maui, and Kauai counties for airport, harbor, and highway projects follows an objective process or results from political negotiation.

Requires the Legislative Reference Bureau to report findings and recommendations to the Legislature no later than twenty days before the 2011 Regular Session convening.

References findings from the Task Force on Reinventing Government that Neighbor Islands have disproportionately greater transportation needs due to lower population density and separate geography, requiring metrics to assess fair distribution.
