Urges the Hawaii Public Housing Authority (HPHA) to develop and implement a sustainable plan to repair all public housing units in need of maintenance.

Notes that as of January 2010, only 24 of 364 vacant public housing units were "rent ready" for immediate occupancy, with much of HPHA's inventory nearly 60 years old and in disrepair.

Requests HPHA to explore ways to conduct necessary renovations and maintenance at reduced or no cost through collaboration with the Department of Public Safety, construction trades, and other relevant entities.

Acknowledges HPHA's current five-year plan approved by the U.S. Department of Housing and Urban Development, which includes provisions to improve tenant rent collection to fund repairs and renovations.

Directs transmission of certified copies to the Governor, the Chairperson of the HPHA Board of Directors, and the Director of Public Safety.
