Urges the Board of Naturopathic Medicine to adopt administrative rules consistent with Act 222, Special Session Laws of Hawaii 2009, to authorize naturopathic physicians to perform parenteral therapy (injectable treatments).

Notes that the Board's naturopathic formulary effective January 1, 2010 prohibits injectable administration of formulary items unless specifically authorized by administrative rules.

States that the Board's current administrative rules contain no provisions authorizing parenteral therapy, effectively prohibiting the practice despite legislative intent in Act 222.

Asserts that Act 222 was intended to codify the general and historical practice of parenteral therapy by naturopathic physicians in Hawaii and to establish education and training requirements for the practice.

Directs that certified copies of the resolution be transmitted to the Board of Naturopathic Medicine and the Director of Commerce and Consumer Affairs.
