Acknowledges Hawaii's ocean tourism industry generates $5.4 billion annually and employs approximately 100,000 people while recognizing the need to balance commercial operations with marine resource protection.

Recognizes that permit term changes can significantly impact tour operators' business operations, employment, passenger conduct, and customer expectations.

Requires a certified copy of the resolution to be transmitted to the Chairperson of the Board of Natural Resources.
