Requests the Auditor conduct a sunrise review to determine whether case managers should be certified under Hawaii law, as required by HRS Section 26H-6 before regulating previously unregulated professions.

Directs the Auditor to examine state agencies to identify which would be best suited to implement case manager regulation.

Requires the Auditor to submit findings, recommendations, and proposed legislation to the Legislature no later than 20 days before the 2011 Regular Session convenes.

References HB (bill number not specified) introduced in the 2010 regular session that would require case managers to obtain certification from the Commission for Case Management Certification to practice in Hawaii.

Transmits certified copies to the Auditor, Director of Commerce and Consumer Affairs, Director of Health, and Director of Human Services.
