Acknowledges that thousands of native Hawaiians remain on waiting lists for land leases, with development slowed by insufficient funds for infrastructure such as roads, water lines, and sewer systems.

Recognizes that DHHL beneficiaries may have valuable ideas for increasing funding and achieving financial self-sufficiency that should be consulted.

Requires certified copies of the resolution to be transmitted to the Chair of the Hawaiian Homes Commission.
