Urges the Department of Health to develop and implement a voucher system for tire collection services to address illegal dumping of used tires in Hawaii.

Requires tire collection services to deliver used tires to recycling facilities before receiving payment, preventing tires from ending up in illegal dump sites.

Addresses the problem that 500,000 to 1,000,000 waste tires are generated annually in Hawaii, with many abandoned on roadsides and in illegal dumps causing environmental damage and fire hazards.

Notes existing state law prohibits whole tires in municipal waste and limits tire retailers to accumulating no more than 250 tires, but few recycling facilities and non-compliant collection services undermine these regulations.

Directs certified copies to be sent to the Director of Health, President of Maui Tire Recycling, LLC, and President of Unitek Solvent Services, Inc.
