Creates a moped task force within the Department of Transportation to explore treating mopeds like motorcycles rather than bicycles under Hawaii law.

Task force must meet a minimum of five times between June 1, 2010, and December 31, 2010, with option to continue meeting beyond that date.

Task force composition includes the Director of Transportation Services (chair), representatives from each of the four counties' transportation and police departments, a moped industry member, the Attorney General or designee, and a Department of Motor Vehicles representative.

Task force shall submit a preliminary plan and strategy report to the legislature no later than January 10, 2011.

Resolution addresses rising moped registrations (over 23,000) and related accidents and fatalities, noting current law requires no special training or education to operate a moped.
